Safety measurement (method for assessing the safety level of earth and water construction sites) has long been a key part of managing worksite safety, but its practical implementation has remained virtually unchanged. Now, the renewed safety measurement developed by Buildie brings transparency and real-time monitoring to worksite safety assessment.
Safety measurement needs an update – the need to improve safety still exists
Safety measurement has long been a weekly part of occupational safety management in Finland, regardless of project size. Its basic concept and criteria are widely acknowledged as effective for identifying daily risks at worksites. The latest update to the criteria was made in 2017 by the safety committee of INFRA ry, which is responsible for managing the tool. However, there have been no significant updates to the method itself or to how the collected data is used.
Recent reports of workplace accidents have shown that safety development is still needed. Every negligence should be identified before it leads to an accident.
There is a clear need to update the tools used for measurement. Based on extensive interviews, it can be stated that the value of safety measurement largely depends on the user’s experience and trust in the main contractor. This poses a challenge especially for projects executed through public procurement, where the contractor that invests the most in self-monitoring of safety may not win the contract. Therefore, safety assurance should be brought to the same level across all projects, regardless of who performs the work.
How is this possible if the diligence of the measurement cannot be supervised?

What does the safety measurement observe?
The safety tool covers the key factors influencing worksite safety, such as:
- Work practices and machine use
- Equipment
- Protective measures and hazard zones
- Driving and walking routes
- Orderliness and storage
Everything listed in the criteria should be observed during a full site walkthrough, with both positive observations and identified safety risks recorded. These observations are used to calculate the safety index, which reflects the safety level of the site as a percentage.
However, the index value should not be followed too rigidly, and we do not recommend setting a specific target level in the contract documents. The index is significantly affected by the total number of observations—i.e., the size and scope of the site. A well-executed walkthrough that identifies and corrects many risks has a far greater impact on safety than a single week’s percentage score.
In Buildie’s renewed measurement, the full criteria are available with guidance texts, making it an easy checklist during the walkthrough. The criteria can also be modified based on site type or previously identified risk points, resulting in more accurate and targeted measurements.
Traditional paper forms or their electronic versions have not previously answered a key question: was the round actually carried out, and were observations recorded thoroughly in the most critical areas? Or was the report simply filled out from memory after leaving the site?
Often, the only up-to-date information available to the developer has been the index figures from the previous week presented in site meetings, used to fulfill the developer’s oversight responsibility. However, this does not guarantee that the site’s safety level is truly under control.
Key improvements in our safety measurement
While the core principles of safety measurement remain, we have introduced significant improvements to its practical implementation, making it a more efficient and user-friendly tool:
- Transparency in measurement duration and locationObservations and results are recorded directly via a mobile app, which logs the locations of button presses and the time used for the measurement. This data is accessible via a monitoring view. Pilot results showed that up to 48% of measurements were taken from a single point or entirely outside the worksite. In the future, developers and their representatives can actually verify that the entire site area has been covered.
- Real-time monitoring and reportingThe renewed safety measurement provides a real-time view of the site’s safety situation. Measurement data is automatically recorded in the monitoring view, the worksite diary, and the document management system. The monitoring view aggregates data on completed measurements, their durations and times, the status of issued corrective actions, and the most recurring risks. This view is accessible to everyone on site (unless access is restricted), eliminating the need for separate reporting. The safety status can be reviewed directly in Buildie during site meetings.
- Photographic documentationDetected safety deficiencies must be documented and photographed. This allows for retrospective review and criticality assessment by people other than the original measurer. The photos are automatically included in the overall site documentation, not lost in rarely opened PDF files.

When observations are easy to record and the safety situation is visible in real time, safety remains at the core of daily worksite operations.
